install instructions don't result in functional voting system

step 5 in the instructions is not really optionsl. if you don't enable voting on at least one type of content, the user will never see the voting system.

also, if you install the voting dir into WWWROOT/modules/, you'll see the module and be able to configure it, but nobody can vote because the .swf file cannot be found:
