On some views the edit tab does not show up

I am using Views UI Permissions for Drupal 5 to give certain people the ablility to edit the headers and footers of views. Unforunately on some views the edit tab does show up, and on some pages it does not. I really can't figure out what causes this problem, I hope someone can help.
