change:

$skin_directory = libraries_get_path('jcarousel') . '/skins';

to

$skin_directory = drupal_get_path('module', 'jcarousel') . '/skins';

This would require a dependency on the jcarousel module (not the library) which this project doesn't plan to do at this time. we expect that the version 2.x of this module will allow for pluggable skins to be declared from other modules. Its currently in as a feature request if you'd like to weigh in on the mechanism for inclusion.
