libraries: work with the version 0.2.3

download the library here https://github.com/jsor/jcarousel/releases/tag/0.2.9
and apply this patch #2167897: Utilise jcarousel js from jcarousel module

2.
Pager fields, for the pager dont work, read and apply patch
#1429950: 'Pager fields' box doesn't appear to be ticked and any change to wrapping resets the pager field selection

active class not being applied, apply this patch

4. The pager container does not get the correct width set on page load until a resize event occurs. The pager width is too narrow to allow items to sit in a single row. apply patch

5. for omega theme, dont show the view preview in the content
apply this patch
#1450846: jCarousel is never initialized properly with Omega theme
and add class in the view: jcarousel-skin-tango
