Allow to skip some amount of rows before first insert (offset)

Problem/Motivation

Need to skip some rows before insert first row, param Insert after every Nth row it's not about this.
Quick example (A - row from current view, B - insert row). Need to skip first 5 rows and after insert 1 row after every 2 rows, it should look like:

...

Proposed resolution

My propose is add new configuration param "Offset" for managing this.
