There are two items here, updating the drupalorg nav that provides these tabs, and finding a menu callback to provide this view/tab. Perhaps an issue should be filed in Version Control API for the Commitlog component to provide a URL at that callback?

I think this is a duplicate of #1037122: Memory error on Your Commits when you have no commits but since the behavior was different when I opened this issue, I'm not going to close it right away.
