Thank you for your patch, but you should check it. Chef returns an error.

FATAL: Chef::Exceptions::Package: package[uploadprogress] (vdd::php line 20) had an error: Chef::Exceptions::Package: No version specified, and no candidate version available for uploadprogress

This may do the trick.

Also, this patch updates the required_recipe function to use the newer include_recipe. It removes a warning from Chef about using a deprecated function. Don't mean to mix and match issues, only that it's a small fix in the same php recipe file and all.
