[Windows] cannot install Varbase using composer. [#2995864]

try to download and install package from drupal.org ; installs , but gives 404 errors on every page when trying to use admin menu.

try to install with latest composer 1.72 but gives errors:

now i am testing with 2048M limit

tested other distributions and they are working.

I do have the same issue here.
just typed

composer create-project Vardot/varbase-project:^8.5.0 PROJECT_DIR_NAME --no-dev --no-interaction

then I got this
