I'm using the module to charge users when content they have created is published.

There are cases where an admin may need to unpublish a node temporarily and user should not lose points each time the node is re-published. Perhaps this could just be a simple checkbox for each Node Action Rule stating 'Only charge users the first time this action is carried out on each node'?

Unfortunately, that would be a fair amount of effort. The issue is that there isn't any logic for storing every transaction currently and the only use of doing so would be for this sole use-case. I think it would make more sense to simply have the admin responsible for re-publishing without paying. I don't think I'll be able to implement this unless it's sponsored or someone provides a patch.
