Need help creating a module or new content type

I'm creating a site that must allow for site admins to give points to a user manually, straying from what this module originally intended to be used for...

What I want done is for an administrator to add points to a user through by creating a new content type, with fields that contain the user name, and how many points to give. Obviously, I want to give points depending on preset taxonomy terms i assign. Perhaps I could create a module that would allow for the creation of a new content type, so i can individually assign points to users.

Any thoughts or advice on how i should go about approaching this?
