All title and description strings in userpoints_menu() are not wrapped in a t() function. This means they are not translatable and are not showing up on localize.drupal.org. Could these strings get wrapped in a t()?

This is not correct, hook_menu() strings must not use t(), they are translated automatically and potx should support them, could be that our hook_menu() is too dynamic, can't say.
