Preserve file name and FID (field ID)

Would it be possible to add the option to preserve the original filename and FID? Preserving the file name is important if the file has been linked to directly from other websites or from content within the website. Also, preserving the file ID is important if you are using something like Download Count https://drupal.org/project/download_count to keep track of how many times a file has been downloaded. If only a minor correction was made to the file and it needed to be reuploaded, it doesn't make sense to assign a new FID. As far as I know, nothin exists for Drupal. A simply button for "Replace" next to Delete would be great. I can sponsor this if it is within my budget.
