The UBERCART - PAYMENT set of modules appears at the top of the Modules list.

The rest of the Ubercart set are at the bottom, where they were for D6 and probably should be, given Ubercart starts with 'U'.

Yeah, nothing Ubercart can do about that unfortunately. DRUPAL orders the fieldsets alphabetically, according to the first module name inside the fieldset. So "Ubercart - Payment", with the first module being "2Checkout", shows up first in the list of fieldsets, even before the Drupal core fieldset which starts with the "Aggregator" module.

That's a bugger. Do you think something can be done to core? Maybe a manual override in module sets known to do this.

You can try out the proposed patch at #800502: Module page is not ordered correctly and comment on that issue.
