At admin/store/settings/store I am able to see my settings as:

Format settings: [edit]

* Default currency: USD
* Currency format: $1,000.12
* Weight format: 36 lb.
* Date format: 08/18/2007

When I click on the edit link, I only see the following:

-Currency format-------------
-Weight format----------------
-Length format----------------
-Date format-------------------

Basically, these four sections are collapsed and there are no links (anchor tags) to expand them. Below is a snip of the html page source code. It appears that the anchor tags required to expand each section are missing although the code otherwise seems intact.

Fieldsets don't use <a> tags to make the titles clickable. Instead, the JavaScript makes the <legend> tags the trigger for the hide and expand actions. Make sure that collapse.js is being included in the page and that there aren't any errors that would prevent JavaScript from running.

I figured it might be a javscript thingy. Unfortunately, learning Javscript/ajax/etc. is not high on my wish list.

Tried 3 different browsers (firefox, camino & safari) but same problem. Also tried different themes (garland, bluemarine, chamelion) in case it was theme/template related. Still not diff.

collapse.js does exist in /misc directory.

As a work-around, I turned OFF javascript. That allowed me to edit the fields in question. :-)

Sounds to me like something else was causing a JS error after the JS was executed to collapse those fields... could be something in the theme or some other module. That error would prevent any further JS from being executed, meaning the collapsed fields could never be expanded. Because this has nothing to do with Ubercart itself, I'm just putting this straight to closed.

If Localization Client module is enabled, the store format settings section can not be expanded. To change the store format settings disable the Localization Client module first.
