The 'Conditions' option for the shipping quotes is not available in the D8. Is it in a different location or does this need to be setup manually with Rules?

My bad, just found the [meta] Port Rules integration to D8 issue queue.

I would like to stick with Ubercart and wondering if there is a temporary patch that can be applied to keep me happy until the Rules integration is complete?

Also how can I help with testing as a non-developer?

This will be fixed in #2924677: Port Rules Components to D8. That requires someone to spend a day or so to get it working and tested. But there are also a hundred other issues that will take only a day or so. If someone from the community contributes, then these things can be finished quicker.

I'm closing this as "Fixed" because we don't need two issues open for the same thing.
