patoshi commented:: Temporary Fix ::
Seeing no one will fix it.. I just did a work around for this in CSS. its better than having it confuse people on the bottom. I moved it to the top of First Name, so people start out putting in their country first which would populate the other fields below. This is much better UI improvement than nothing.
screen shot: http://prntscr.com/28ygm
/* CheckOut Page - moves the country field above first name - UI improvement*/
#delivery-address-pane { position:relative; width: 600px;}
#billing-address-pane { position:relative; width: 600px;}
.form-item-panes-billing-billing-first-name { padding: 34px 0 0 !important }
.form-item-panes-billing-billing-country { position: absolute; top: 5px; width: 98%; height: 24px; }
.form-item-panes-delivery-delivery-first-name { padding: 34px 0 0 !important}
.form-item-panes-delivery-delivery-country { position: absolute; top:5px; width: 98%; height: 24px; }
Tell me if it works or not for you guys.

tr commentedNo sense in keeping two separate issues open for the same thing. Marking as duplicate of #529108: Users Confuse “Country” dropdown for “State”

gjmokcb commentedThe sequence of fields on the UC checkout page is themable just like any other Drupal form. This is not the place to explain theming (good explanations are easy to find), but I use this in a custom module (sounds scary, but easy to do, also explained elsewhere) to get the sequence I want:
function mytheme_form_alter(&$form, $form_state, $form_id) {
if ($form_id == 'uc_cart_checkout_form') {
$form['panes']['billing']['billing_country']['#weight'] = '0.010';
$form['panes']['billing']['postal_code']['#weight'] = '0.009';
$form['panes']['billing']['billing_phone']['#weight'] = '0.011';
}
return $form;
}

joshmillerStill a valid feature request.

joshmillerignore me. Thought this was an "addressfield" feature request.
