I have Install th Oauth modules but on the twitter sub modules it's says this module i missing therefor I can't install the twitter module...

Are you sure you installed version 6.x-2.02 of OAuth.module and not 3.x? Everything indicates that you didn't so I'm marking this as closed for now. If it turns out you did in fact install version 6.x-2.02 of OAuth.module then please reopen this issue.

Also: This is a normal priority support request for the Twitter.module code and not a major task related to the Twitter.com API.
