I would like to request a feature if possible. Is there any way to implement a functionality so that when we take the site off-line for maintenance, an announcement is made on Twiiter (site-wide account).

If you are able to trigger an action, that should be quite possible by using Drupal core action/trigger or the Rules module. Pls. follow #1317196: Implement Actions and Rules integration for Drupal 7
