Use php-emoji library to work around UTF-8 limitations

As a follow-up from #1910376: SQL error when importing tweet with emoji, the current plan is to replace emoji's and non-UTF-8 characters with a placeholder string. This has the effect of changing the original tweet's content and is not a great plan IMHO. I suggest adding the php-emoji library so that the original content can be retained in at least some form.
