When you ban someones IP are they considered on the BlackList and receive the awesome Blacklist visitor punishment. Or do they only experience the redirect on the settings page?

If they only experience the redirect is there a way we can make individually banned IP's get the full troll experience?

If I understand correctly, the answer is no. Blocking a user at admin/user/rules does not have the same punishments as the troll module provides.

To clarify... If I ban someone's IP using the Troll Module... When they visit the site do they get the Blacklist Visitor Punishment? Or do they just get redirected via the field on the Settings page?

You can ban now either through the IP ban and get redirected to blocked.html or insert the IP to the blacklist as x.x.x.x/32 to get the full blacklist punishment treatment.
