Warning when no vocabulary is available

When no vocab is available drupal reports:

warning: Invalid argument supplied for foreach() in /var/www/vhosts/.../httpdocs/includes/form.inc on line 1417.

btw: Just starting with the module and it seems like my menu items are not translated at all but seperate from each other. However to confirm this a link to the path the menu is linking to would be nice. Didn't create a seperate issue for the moment as I'm not sure I get the whole i18n thing good enough yet to complain...
