blocks can not be select...

Steps to reproduce

After install, the module and add it in CKEditor toolbar and the filter, drush cr.
I can add custom tooltip via using the the field "Content",
but the field "Tooltip block" can not be change to use blocks?

Sorry about the issue, but I am not sure I understand what's wrong.

Is the list of block empty?
Could you share a screenshot for easier debugging?

Yes that was it, in fact you have to add custom blocks or add a new "Tooltip block" and/or "Tooltip from entity" type block for them to appear in the list.
