I want to modify the toggle link for all user-facing webforms by wrapping a div tag around the added line below textareas - "rich text editor (Use the Page Break button to insert a Drupal teaser break)".
How might this be done with a theme override? The function tinytinymce_theme_textarea() looks awfully complex for this sort of task.

To override the default theme I think you basically have to reproduce all the code with whatever changes you want.
To simplify matters I have put the rich text toggle into a set of div tags with a class of "toggletinymce". This will be checked into CVS shortly and will appear in the next development snapshot (and the next release). I hope this helps.
