JS code in every page's head

Hi (my first post!), my version of TinyMCE inserts JavaScript code in the head of every page.
I think that code isn't needed if the page don't include textareas or the current user haven't permissions (roles) to use TinyMCE.

This patch prevent output of the JS code in the second case.
