I have put untared tinymce-5.x-1.x-dev.tar.gz contents into modules directory and untared tinymce_2_0_8.tgz into the tinymce directory i.e. 

[kseauk@ktweb-1 tinymce]$ pwd
/home/kseauk.org/public_html/sig-p/modules/tinymce/tinymce

By the way the Drupal root directory is /home/kseauk.org/public_html/sig-p/.

However I cannot find the tinymce in the module configuration page.

I have the same problem. Using Drupal 5rc1 and latest module and tinymce engine.

I had the same problem, but was able to solve it by making sure the entire tinymce folder was owned by a webserver-friendly user, not root or something else. might work for you.
