Decouple dependencies in Thunder Taxonomy Module

Follow-up to #2919194: [META] Decouple modules from Thunder

Problem/Motivation

Decouple dependencies in Thunder Taxonomy module.

Proposed resolution

Check dependencies of the module, move those, that are not code dependencies out of the module into the distributions dependencies and move affected configuration files into the optional config folder.
