Should be addressed with the release of 6.x-2.14-beta4.

In future, having a qa.d.o admin perform a 'disable' and 'request enable' via the qa.d.o interface will either i) clear the condition, ii) fail the confirmation test, or iii) put the bot into 'testing' mode indefinitely, until someone goes into the testbot site and re-enables the bot there as well. (The bot's self-disable upon a 'failed to clear checkout' condition, to prevent them running through and failing the entire patch queue while broken.)
