If you instantiate Drupal via drupal_bootstrap and not through /index.php, the require_once statements at the top of taxonomy_menu.module will fail and cause an E_FATAL error. The use case for this is using the DrupalAuth module for SimpleSamlPHP.

The attached patch fixes the issue by taking into account the DRUPAL_ROOT constant.
