Tool bar disables on validation

When i try to call vaildation for the taxnonmy_manager_form Tool bar js get disabled ,i am unable to add or delete and so on when the form is at validation ,the js files like hideform.js termdata.js are not included when i view source file.ITs not with custom validation just click on delete and try to submit with no items selected ,it throw an error "No terms selected" after that the tool bar is not clickable
