I tested all 3 import methods: pasting in textarea, uploading csv file from my computer or from url.
P.S. I have increased Memory size to 256MB and maximum execution time to 120 seconds, since I have "Taxonomy Node" module installed, although other taxonomy import modules (Taxonomy manager, Taxonomy Import via XML) import even more entries at a time without problems (nevertheless, I can't use those other modules anyway, since they either stopped working because of jQuery issues or need more complicated text formatting).
I attached CSV file - it is in UTF-8 encoding and contains some non-ASCII characters.

Daniel_KM commentedHi,
As indicated on the Csv import page, Taxonomy node is incompatible with Taxonomy csv. Another user indicates this problem, but I 've not tried to resolve this issue yet. You can disable it before import and re-enable it after. If your format is flat or a basic tree, you can try 6.x-1.5 release too, always on the main page of the module.
Your file is not attached. For my part, I tried a 13 MB utf8 tree file with extended checks and I have no problem and speed is similar to other modules. Can you say me other modules you use?
I'll try to understand this incompatibility, one of the last problems of Taxonomy csv, and commit a patch in next release (5.5 : 6.x-5.3/4 release of module currently in dev may not correct this issue).

Daniel_KM commentedHi,
Last releases correct some performance issues, but I'ven't check them with all other directly or indirectly taxonomy related modules.
Anyway, as Taxonomy CSV uses only core Drupal functions, the recommended solution is to disable these modules before import and to re-enable them after.
Sincerely,
Daniel Berthereau
