Drupal 7 Alpha 3.
1. Created a new vocabulary "Syrphidae".
2. Imported terms as "one term by line" into the new vocab using "ignore existing term and create a new term" from file syrphidae_name_hierarchy.txt
worked OK, hierarchy set up as expected
Then tried to add descriptions from file syrphidae_name_descriptions.txt
1. Selected "Term descriptions"
2. In a local file - selected the file - advanced options Comma and Quotation mark
3. Import in an existing vocabulary - Syrphidae
4 Update (merge) existing term and items if exist else create

Thanks for trying 7.x release of Taxonomy csv import/export module.
Unfortunately, currently, this release can't import synonyms and related terms, because they aren't managed as in Drupal 6. Next 7.x release of Taxonomy csv will allow it in a few weeks, unless another contributor makes a patch before.
Sincerely,

Daniel_KM CreditAttribution: Daniel_KM commentedHi,
StuartJNCC, for your information, I think that your submitted fIles are not well formatted or are not compatible. In hierarchy file, "Anasimyia" and "interpuncta" are different terms (the second a child of the first) and there is not any "Anasimyia interpuncta" term. In description file, terms "Anasimyia" and "Anasimyia interpuncta" exist, but not "interpuncta". That can be an error.
Sincerely,
Daniel Berthereau
