Hello,
I am trying to import a list of Japanese cities into a taxonomy vocabulary.
This works:
Tokyo
Osaka
Kyoto
This does not work:
東京
大阪
京都
Is there a limitation to taxonomy csv import/export module that only allows importing of terms in English? I am able to import a term in english, and then click on the terms individually and change the name from Tokyo to 東京 and it works fine. However, I have thousands of terms so hope to not have to do it manually =)
I hope to get any pointers in importing a taxonomy terms in Japanese.

All characters can be used. You need only to save your file with utf-8 format (Unicode), which is universal (even for ancient Egyptian hieroglyphs), and not with any proprietary format (multiple Microsoft ones, multiple national formats...).
If you 're using Mac or a Linux distribution, it is implemented by default. With Windows, you need to use a true editor as Notepad++.

I created a file with Notepad ++ in UTF-8 format with one line with term 東京. I import with taxonomy csv module and get no errors but also no terms imported into the new vocabulary. I get the same issue when just pasting the term into "In the below text area" method.
Please let me know if more information is needed.

Sorry for this late reply. I can't access internet easyly currently.
I try your test and I find a problem with the "fgetcsv" php function I use (line 448 of taxonomy_csv.api.inc), which doesn't manage all utf-8 characters (Php 6 will correct this).
In fact, Taxonomy csv module loves japonese characters, as any other. But when you import:
fgetcsv imports only first and third lines, but not the second, because first letter is not a latin letter.
So, you should protect your items with double quotes (or anything else, as it can be set in second group of options (delimiter)).
