Fails if mbstring not loaded

If the PHP mbstring extention is not installed then this modules fails with on the import.

An error occurred. /batch?id=15&op=do Fatal error: Call to undefined function mb_detect_encoding() in XXXX/sites/all/modules/taxonomy_csv/taxonomy_csv.module on line 245

Is it possible to get this to work without mbstring as this is not always an available option on shared servers.
