This might be a conflict with Domain Access.

When we try to export a vocabulary, we get a url like http://Keywords.csv/. The domain and path are all lost.

Hi,

I can't reproduce your problem, but it seems to be a duplicate of #916764: export is save in wrong url.

Anyway, a patch I made to resolve another issue (#1267026: non ascii vocabularies generate wrong filename) implies a modification of the filename of the exported vocabulary and probably resolves your issue.
