No controls on admin/config/user-interface/switchtheme/browser page (either "Switch theme based on the browser of the visitor" or individual browser drop down lists) get saved on submit. No switchtheme_ variables get created.

I think I'm having the same issue, if I understand correctly.

When I choose the browser from the Browser tab for each option, then click Save, once the page reloads, everything is defaulted back to Default and the checkbox at the top of the page is also deselected. This is preventing me from being able to use the Browser portion of the module.
