This in your info file:

features[] = primary_links

means that I can go to admin/build/themes/settings and tick 'primary links' and they should appear.
But they don't.

Your theme nowhere prints $primary_links.
As such it is pretty much broken.

I've removed that line from .info in latest dev, thanks for nice catch. You can use any menu as your top navigation.
