there should be no indication of the presence of sticky notes if the user does not have permissions to view/create/etc... but there is, even when anonymous. the "0 notes" box shows in the lower right corner.

Did you check the user permissions? Indeed there should be no box on the screen if the user does not have the permission to view the notes. And in my test installation with the 6.x-1.x-dev it works exactly like that. Can you give me a screenshot or something like that of your permissions settings?
