In the note edit popup, provide a widget to edit the URL.
Optionally, provide a CUT button on the note itself, and a PASTE button in the info box.

Technically this is already possible. To move a note from one page to another you can temporarilly set a note to private and visible on all pages, then got the the target page, edit the note again, and set it's visibility to "only on the current page" and back to public, if that was the original value.

After I posted, I found this out independently. Hmm.
I suppose I like this solution better than my Cut-Paste idea.
