This is included as a library in the sticky_elements.make file.

Installation
Install as you would normally install a contributed Drupal module. See: https://drupal.org/documentation/install/modules-themes/modules-7 for further information.
Usage
Add the Sticky Elements context reaction and configure:
Sticky Element
CSS selector of the element to stick
Type
Trigger element(CSS selector) Stop sticking when this element is reachedOffset(Pixels) Stop sticking when this offset is reachedTimeout(Milliseconds) Stop sticking when this number of milliseconds has passed
