ok, if i add the option "administer schedule" then the users can add own program and edit the schedule
is it possible just to allow adding own programs but editing schedule?

you should try out the 2.x branch it might have better permissions.

actually this is won't fix for the 1.x branch. if you have more info on the 2.x problem open a new issue.
