What is a program schedule webstream and how do I create one ?

2. The playing now block says "on air". How will the listener hear what is playing as no sound is coming out?

You set the URL for your webstream by editing the current schedule - you'll see a box there.

The station module does not create a webcast of the audio for you, only provides links to an existing webcast. The "On Air" block describes what program is currently playing according to your schedule.
