Problem/Motivation

In some cases it's useful to show disabled submit buttons for the disallowed transitions alongside the enabled ones for allowed transitions.

Proposed resolution

Add a dedicated setting, add fetchers for disabled transitions and enabled+disabled transitions for the Workflow plugin and the StateItem field type, adjust the state item form and the field formatter to make use of the new setting.
