Spaces form alter of the system settings form needs to be updated to work with drupal 7. The two major issues are that the buttons have been moved into a 'actions' container.

And for drupal core the "Reset to defaults" option has been removed.

It makes sense for "Reset to Defaults" to remain for spaces since there are actually defaults to reset to. The following patch updates the code to work with the new implementation of the system settings form and adds back the "Reset" button when in a space.
