Soft Length Limit icons don't appear on Body fields [#2065127]

We had a desire for the Soft Length Limit icons to appear on Body fields, at least in plain text mode.

Attached is a patch that addresses this issue. It's dependent upon a patch to be submitted by my colleague. I'll update the status of this comment from "active" to "needs review" following submission of that patch.
