As AU I should have access to public groups only

Problem/Motivation

For this moment, AU (authenticated) users can see groups with public, community, and members visibility.
After introducing verified user role, AU should have access only to public groups.

Proposed resolution

Add the ability to check access to groups by permissions rather than roles. Then revoke permission from AU role to prevent AU from seeing groups with community and members visibilities.
