New comment notifications don't link to the comment

Problem

Notifications about a new comments on a topic that you're following only contain a link to the topic itself. This is problematic for topics with a lot of comments because the user may not be able to find the new comment. It would be better if the link was to the new comment that the notification is for.

Solution

Replace the link to the topic by a link that focusses the browser on the new comment.
