[META] Drupal 8/9 porting plans

This module is a drupal 9 porting, it is to be verified, it is very immature, but it works for me.

Let's start working on it. Created an initial Github #d9readiness/smiley repository for your starting point crediting you as the original initiator of the port so that other users can chime in, provide patches, forks and contribute to the fork for later merging. What is your Github name so that I can add you to the #d9readiness projects you are involved.

Updated issue summary to rather reflect a useful plan issue.

Reporting back on testing with Drupal 9.3.x-dev this initial port is not working yet.

A :-) keeps being :-) by text format "basic html" and filter activated.
