When "Create a menu tab for each node that could belong to any queues" is disabled, smartqueue_og_nodequeue_subqueues doesn't ever get called and therefore no subqueues are ever created since this is where the code is to create them.

Here's a solution in which the subqueues are created when the group node is created.

I think it allows you to customize how the queue titles are set, so you need to use smartqueue_og_nodequeue_subqueue_title like the old code did instead of just the group's title for the queue title.
