I want to have Smart menu and Smart tabs features available to users on my site, but exposing the user interface in the user profile is confusing my users, as they have no idea what those two tabs mean.

How can I disable them?

Can you please be a bit more specific in formulating your issue? What are the URLs (see address bar of your browser) when you talk about the "user interface" and "those two tabs"? What are the names on those two tabs?
Are you talking about the "My account" menu option? Are you referring to the "Content Profile" module or just core functionality?

Yes. I'm using the core profile module, and the Smart menus and Smart tabs appear as two tabs in addition to the "Personal information" category - please see attached screenshot

Core functionality - I'm using the Profile module

Ok, now I know what you mean.
Those tabs are meant to be there so that individual users can configure Smart tabs and Smart menus or opt-out from these modules altogether (without affecting other users).
So it is intended functionality. You can't disable them.

Nice module and I understand that this is working by design, but perhaps it should be changed to a feature request to hide the smart tab configuration from the end user (the admin or another designated role can configure the smart tabs for all users). I agree with the prior comment that it can be misleading to end users that may not be web savy.

My issue is I've disabled the smart menu and smart tabs at /admin/build/modules and the options are still appearing on the user//edit page! Only after uninstalling the module at admin/build/modules/uninstall does the options disappear from the user profile edit page as they should after disabling at admin/build/modules. Using 6.x-1.5, 2010-03-12.

I think the comment above is fair though, the administrator should have the option of: -

1) Enabling smart menus, smart tabs by default for all users, no user profile settings shown
2) Enabling smart menus, smart tabs by default for all users, profile settings shown allowing users to switch on/off
3) Disabling smart menus, smart tabs by default for all users, profile settings shown allowing users to switch on/off

I do not understand what a user would be configuring here. This is certain to cause me support calls.

Ok, due to unbearable peer-pressure ;-) in the above thread, I'm setting the status of this issue to "needs work" -- not sure when though.

I'm also having this problem. But I able to hide the tabs from user->my account page by doing below steps:-

Go to Aminister->Profiles->
you will see a list of profile menus and tabs, click edit
Change the visibility to "Hidden profile field, only accessible by administrators, modules and themes."

User management >> Permissions now has two rows of tick boxes, one for Smart tabs and one for Smart menus. As an admin you decide which roles may configure their own personal Smart tabs and/or Smart menus settings.
Note: ticking these boxes for the anonymous user will have no effect.
