I am in desktop first mode and the footer blocks are stacked rather than horizontal. When I checked the blocks layout it shows up as stacked there too. Should be horizontal at 960. How can I get working? Using AT>Sky 2.2> Foosubtheme.
These are the 4- 25% blocks that reside in the footer region by default, not new panel. Just what comes with Sky out of the box.

rileyhuff CreditAttribution: rileyhuff commentedSure thing. I am using AT 7.x-3.0-rc1 with the sub theme Sky 2.2 and the subtheme footheme 2.0 which has been heavily customized.
When upgrading to AT 3, I have this problem of stacked blocks in the footer. I am using the "desktop first" configuration. I have posted a screenshot in comment #1. Everything else about the AT3 upgrade seems to be working very well. I followed he upgrade directions carefully. Maybe it is a configuration error on my part.

Jeff Burnz CreditAttribution: Jeff Burnz commentedCheers, I will debug, I think its an oversight on my part, I do not think Sky 7.x-2.x is going to be backwards compatible and you may need to switch to 7.x-3.x (but not yet, its not ready). I will see what I can do ASAP so you can get back up and running.
Pretty sure this is a bug (I haven't actually looked), which is caused by a change in markup and use of wrappers in the new multi-column Gpanels (like the footer panels).

Or updating Sky to 7.x-3.x, I would give it a day if you are going to do that, I just committed the fixes to the development branch and they take some time to become available in the download, about 24 hours.
